There is no direct option for recovery.
But you can write a mail to care@irctc.co.in citing the problem you are facing during login. Please mention the user id and send the e-mail from your registered email id with irctc.
They will contact with you via email within 2-3days. You can get assistance from them regarding your issue.
Also it is a good practice to always follow the IRCTC terms and conditions and comply with their user policy to avoid facing any issues.
